I get what you're saying and concur. I have yet to see any of them, and I've been all over that building.  Granted there's a couple offices I don't have access to but they're a minor sq. ft. space. The joints should be seen in the main parts of the building. I am definitely going to ask questions and find out.

Concrete should not dry until it cures. If it drys before it cures it is weak and powdery, it cracks easily and has little strength. paints and coating, as you have noticed do not stick. The bigest problem is if the concrete crumbles. Does it hold anything up? Is it suspended above the ground. Does it allow water through into the reinforcing?

Good points, but I believe it's only stem walls and slab. These are things I can make sure are asked of the engineers, whom I'm sure they had, should have had. Thanks much.
