Windows-based epub annotation - any good programs?

I am using Moon Reader + in my android-based smartphone and would like to also use the epub format for conducting the Watchtower study. The problem is that in Windows I can annotate, highlight, etc., in Foxit Reader. I just know of no good program yet that will highlight and annotate an epub document under a Windows operating system (I have a Win7 laptop and a Win 8.1 tablet).

 

Any suggestions that have worked for you?

on my desktop running windows 10 I use Google Books to mark my WT and add notes.

Then before I go out make sure I check my android tablet Google Books and after it updates all the notes and marking for answers are there

While waiting in the car for my wife to return from shopping (NO internet connection) having added some notes or marks. (On my tablet)

Get home allow Google Books to update.

Crank up the Desktop and open Google Books Its all there

Great Program (Also it works well ,with I pad)
