I was wondering the same.. Actually I thought we were banned there or something, but I guess not- looked like everything was out in the open. They just don't have kingdom halls. Weird, right?

It has to do with owning property, I believe. But we are not banned.

The Kingdom message reached there in 1910, and Brother Russell visited Cuba in 1913. However, the progress was slow at first. What do we now see in Cuba? There are over 96,000 publishers preaching the good news, and 229,726 attended the Memorial in 2013—that is 1 out of every 48 inhabitants of that island nation

The conventions were held in open-air facilities constructed by the brothers with the permission of the authorities

 

The Bethel Home in Havana was reopened in 1994.  Jehovah’s Witnesses have been granted greater freedom of worship in Cuba, and comments by Cuban authorities lead one to believe that they wish this trend to continue.
