Unable to add Locations in Territory w/o Data Connection?

My understanding of the functionality of NW Publisher was that publishers would be able to add missing addresses while working the territory. However, I've run into cases where it isn't possible to add a new address due to a connection error. If NW Publisher is actually using a store-and-forward methodology for submitting added Locations when there is no cellular service available (as it is in many parts of our rural territory), I don't understand why no cell service would be a problem.

 

Connection Error: Sorry, it seems you are not connected to the internet. Please check your connection and try again.

(Connection Error) DEADLINE_EXCEEDED

 

Maybe I have something else set wrong here? Has anybody else encountered this?

In my experience in our territory, all territory operations we perform in the field require a live cell/internet connection. I have seen the case where I mark some addresses and they look correct on my phone, but later find out they did not go through to the server due to a poor cell connection.
