NW Publisher Territories Disappear when set as 'Family'

A number of publishers have started experiencing a problem with territories disappearing. This seems to occur when a territory is set to 'Family'. If it is set to 'Personal' it appears and is accessible as normal. The 'family' territory disappears for both the 'owner' as well as for the family member.

 

I've tried the 'Refresh Person', but this had no positive effect. One publisher even disconnected and re-entered her credentials to connect again, but the territory still did not appear. The publishers having the issue are on version 3.9.5. 

 

Is this a know issue?
