Can't connect to site error

I've been frequently getting an error that I can't connect to this site. Typically it just lasts a few minutes, but last night it was several hours, and I was only able to access it via LTE on my phone.

But I also did a few things to the settings like disallow third party cookies, so I'm wondering if that might be a big factor. Anyone else having this problem with this particular site?

Edit: it's a server timed out error. Do others get this? I tried testing it on this website called is it just me? Or something like that and it doesn't look like a server problem. I'm gonna try cleaning out my cache in ccleaner and see of that at least does a short term fix

I am back on my desktop on this site.

So, I did some research, and apparently, some ISPs do block particular IP addresses.

Apparently the problem had something to do with DNS servers. I am not an expert on networks, so I have a limited understanding of exactly what is going on.

Anyway, I was given the advice to use a proxy, so I'm accessing this site via Tor.

I wanted to share in case anyone else runs into this issue in the future.
