Kwabena, thanks for asking. You may need to look up the word 'pinion' in order to get the point being made. Sometimes these sayings are understood better in some lands than in others. It is sometimes used to tie up someone's arms or, in this case, legs. The word in this saying is used to represent 'legs' (perhaps rather poorly too).
