If you know of anyone in China, please be extremely careful with any communication with them. EVERYTHING is monitored.... Yes, they can also crack WhatsApp messages.

Just a clarification, China blocks access to WhatsApp. 
 

End-to-end encryption means the message is encrypted on the sender’s device and can be decrypted only on the recipient’s device using their private key. No intermediary—including the service provider or a government monitoring the network—can read the message content in transit.

Meta data like who a person is communicating with and where they are can tell a lot about the type of communication going. This can easily cause trouble for those being watched by various government entities.
