There are several programs that can do this, however accuracy maybe a problem. M$ Sapi based programs may work, but must be trained. It would be like dictating a letter in M$ word using program such as Dragon's Naturally Speaking, not free. M$ Sapi programs have been part of Windows since XP days, however you must enable it. You can also issue voice commands to open & close programs, etc.

The new version in Win 10 is called Cortina.
