Maybe, but there are legal issues regarding making available publications you do not own in formats not intended by the owner of the rights.

True, at the moment the “Mankind search for God” isn’t downloadable from JW.ORG but in the past it was available and I have downloaded it. It doesn’t have pictures in it but its a proper PDF file made by the organisation. I do have it and use it when I need to look into it.
