The picture in the opening post also appeared in another topic recently (but I can't find it at the moment). It would appear to be as you surmised.

The 1st Watchtower of the edition always releases the September of the previous year; that is before the AM. So I always assumed Public Watchtower won't cease to be printed. That is if it does, we will know it before, the since it won't be out on the September.

 

It will be matter for Awake, since Awake releases first on the November of the year, after the AM.
