This morning I read a headline saying that Russia is 'considering' a new set of laws to protect 'former Presidents' from prosecution.

 

Less than 10 hours later, I see a second headline, saying that President Putin is planning to step down next year.

 

Their last act in office is always a retirement plan, isn't it?
