The free Drawboard PDF app on windows 10 allows you to edit PDF files.

 

You can edit, add text and pictures, etc.

 

You can also create bookmarks for easy access to different parts of the PDF file.

Before the Epub publications were available, my wife and I used Drawboard a lot.  It had a wide assortment of editing, highlighting, underlining and marking (notes).

We eventually moved on to Epub with the reference links and then on to jwpub we use today.

 

I very much miss the multi-color underlining feature.  I have to use the "reverse-color" or "invert-color" mode for clarity and contrast.  Our JW Library files have highlighting but no underlining.  The highlight colors do not invert or reverse well so they are of very little use to me.

 

Drawboard contacts me a few times a year but I just use the older Adobe Reader 11 for editing, underlining, highlighting and annotating my PDFs.  You can still download the older version for free and the last update as well.
