I may be mistaken but I think the wood was driven through a PVC pipe. We put those in the curbs as they are being finished to enable foundation drains to drain out to the street.

Really? Even with the curb cracked and buckled like that? Would!t he be horrible neglet to place something that size and sharp and splintery for someone to get hurt on? It was reported on a news/radio channel about the freakiness of this photo.

Not the wood silly, we put a short piece of  PVC pipe in the curb while the concrete is still wet and plyable. If you CTRL+ the photo you can see some white on the top edges of the wood. I am thinking that is the PVC.
