If he is elderly, contact your local council on aging. Does he know when he was born? If so, you can help find his birth certificate online for a fee. Was he ever married? A marriage license can help you start following a paper trail that may lead to his birth certificate.  If not, any other local social service agency can help you, like California State mediCal, which will help him/you with State benefits . You can start an application for Soc Security Disability online (benefits from Federal Gov.) No doubt, it will be rejected if you can not provide birth verification, then you will need to get an attorney to advocate for him.

Search his name and 1964. You can do some free online genealogy detective work. Does he know when he turned 51?

i dont know i will ask him

Does he have any ID. IF so what?

yes a driver lisen, but he was not  born in the state of CA

some read and took the test for him

Doesn't he have any medical records?  A doctor or hospital might have that information from a time when he still knew.

as a kid and a grown up  he moved and round a lot and he has all way been very healthy even even he lived with us he never got sick
