Maintenance of peace and security? Most puzzling...

Whenever it is that they are crying MAINTENANCE OF PEACE AND SECURITY...

 

Then a sudden you tube video will be upon them?

 

 

 

In order to MAINTAIN something, wouldn't you already have to HAVE something?🤔

 

I must have missed the headline declaring peace and security in Ukraine. 🙃

I think expression of “maintenance” refers in their mind to upholding to peace, restoring peace etc, even if (when) is disrupted. 
 

For example: when lights fail in the underground parking lot, maintenance person is called in to restore lights .

He maintains order of the lights even though at times there is disruption of lights.
