If the USA was preparing for WW3, what steps would the President take?

Would he cut imports from the enemy?  Would he deport "illegals"?  There were some other "steps" i though of too, but cant recall at bedtime.  But if the USA went to war, trade w the "enemy" would stop.  Could this be preemptive, an effort to soften the blow before the missiles fly?  And I have heard China has many "sleepers" in the USA.  Are they being deported along w "MS13" types?  If USA goes to "real" War w China/Russia/Iran/etc,  wouldn't they cut trade and focus on domestic production?  Could He be taking steps to advance prep the country?

The US president might start by withdrawing from the international nuclear treaty (INF treaty), bolster up NATO military by pressuring allies to increase their spending on it, expand the power of the executive branch of the federal government, and maybe throw in a bombing of Iran in there too… oh…
