I went to a place in Orlando a good number of years ago. We had googled for Turkish food. When we entered we were surprised it was full of hookah tables but since we were there for dining, they put us in a separate area. 
So really it depends on the establishment.

Yes, it does depend to some extent on the establishment. If someone saw you entering an establishment would they say:

• There's So-and-so going in to the Turkish restaurant
• There's So-and-so going in to the Hookah Lounge

It may boil down to what the place is known for.

 

Likewise, if you were telling someone about an establishment you went to, would you say:

• We went to this great Turkish restaurant
• We went to this great Hookah lounge
