yes i heard on the news that one reason for this proposed change is that only about 85% of men between the ages of 18 and 26 register.  So with this new change those  registered  would potentially be 100 percent thus bolstering the ranks in case of need.

I am sure there will always be those who deliberately refuse to register.  And once registered there will be many who forget to update the SSS about address changes within 10 days.  But the government figures the number will go up and the cost of handling the personal registration paperwork will go down.

However, the fact that they are not acting on the possibility, does not change the law that makes it possible.  The term "draft" is generally applied to the Selective Service System and was sone that way when there was an active requirement to serve.  The US government still calls it "the draft".  See the US gov't website below (it says "the draft").
