Don't know either but it looks like Nevada, California, New Mexico or similar warm climate-looks like a palm tree & deciduous ( leafy ) trees in background, bars on windows, low slope tile ( or deep corrugated metal ) roof.

My guess ...

They can't afford air conditioning .. So likely not the US...

So it has to be an English speaking country.. Equatorial or sub equatorial country

That uses cement block walls .. Corrugated steel roofing .. Coarse tropical grass...

So maybe .. Caribbean .. Belize .. South Pacific .. Africa

I agree, brother. It is a humble hall that great pride is taken. That sculpture takes a lot of maintenance. On a regular basis.
