Are we not supposed to remove 1 letter and add a new one to make a new word? Not just move the letters around? Just wondering.

Directions say:  You may replace one letter if you wish and then form a word by rearranging the letters any way you wish.    

Since I could not keep it straight in my mind a brother told me 'to use 3 letters of previous word and add one of your own.'  So not really sure now.

***************I forgot to add, when I scramble words I get corrected so I just add one letter.
