Spain Floods, entire towns submerged

This is happenning on the Mediterranean coast, not close to us. We don't have any news yet about the friends there but there have been only a handful of casualties so it's likely that all the friends are ok. Probably many have suffered great material loss.

 

This is a phenomenon that happens every year by these dates. Very cold masses of polar wind at a very high altitude crash into the hot air of the Mediterranean Sea and produce copious rains that overflood rivers and streams in the area. This year however they say it has rained more than ever since there are records.

 

The area is an absolute disaster. But when you hear the neighbors say the same happened in 2016, and before in 2013, you realize this is actually a problem created by man. Since this phenomenon happens yearly,  it would be easy to take measures to prevent further harm. Don't allow building houses on riverbeds, keep dry riverbeds clean from vegetation and rubbish, make them deeper and raise higher walls at the sides of the river, and there would be no victims anymore. But the authorities are busy with their politics instead of taking any measures. So unfortunately this will happen again the next September.

The measures you mentioned are sensible. We have similar problems in certain areas of the United States. People keep rebuilding ramshackle structures in areas of predictable seasonal flooding. These areas should be bought out by the US Government and turned over to the National parks as Nature preserves etc.  Something similar could be done for Tornado prone areas. Once a Tornado has hit and a disaster area is declared any new structures build should be below ground or berm passive solar design assured with the FEMA money that usually goes to build the same dumb above ground structures. This would simply prevent any subsequent tornado destruction while making more energy efficient housing. But oh well.
