You can't install it on linux

 

You can install Watchtower Library (previously the "CD-ROM") with workarounds. You need to search on how to run windows applications on Linux

JW Library on desktop is a Microsoft Universal Windows Platform appx, you cannot emulate them on Linux as of yet. You may run Android or Windows inside of a Virtual Machine to use their versions.

You can use Wine on Linux Mint to install Watchtower Library. https://appdb.winehq.org/objectManager.php?sClass=application&iId=1485

I thought I heard there was a way to run Android apps on Linux. I could be wrong on that.

Yes, there are ways, but as far as I know most will not work with JW Library. I linked the previous thread above.
Run Android in a virtual machine instead, some variant of Android x86 such as https://blissroms-x86.github.io/
