California back to the Wild West?

Today, for the second time, I watched a video from California where a thief is seen stealing various products from a store and in the description of the video it said that employees could not do anything because the state law allows people to steal goods up to 950 dollars. Is it really like that or is the description false? The thief even started throwing food at customers for trying to stop the theft, as if he was right. I don't want to imagine when the world turns upside down and it's every man for himself. At the beginning of the pandemic we had a small vision of it.
