I went to a place in Orlando a good number of years ago. We had googled for Turkish food. When we entered we were surprised it was full of hookah tables but since we were there for dining, they put us in a separate area. 
So really it depends on the establishment.

Yes, it does depend to some extent on the establishment. If someone saw you entering an establishment would they say:

  • There's So-and-so going in to the Turkish restaurant
  • There's So-and-so going in to the Hookah Lounge

It may boil down to what the place is known for.

 

Likewise, if you were telling someone about an establishment you went to, would you say:

  • We went to this great Turkish restaurant
  • We went to this great Hookah lounge

Because it's not believable someone would regularly and habitually expose themselves to a den of vice and iniquity and not participate in said vice. Now, that might absolutely be what is going on - the Christian patron would never consider smoking, but that's not the image presented. To an outsider it looks like everyone there enjoys a hookah lounge (as opposed to just going there to eat). 

 

Sometimes exemplary (being an example of Christian morals and integrity worth imitating) is dependant on what others, both inside and outside the congregation observe us doing and the conclusion they draw from that observation. If they are jumping to the wrong conclusion then it still matters because that conclusion, albeit wrong, might still be a very reasonable conclusion. 

 

If a Christian is regularly engaging in conduct or activities that could likely stumble another person, the elders will not consider said person to be an example worthy of imitation.  The Christian might not be doing anything wrong and the elders might take him at his word, but that doesn't mean he should be viewed as exemplary. 

 

The consequences of his actions might mean loss of privileges. Are the tasty treats worth not being used to run mics, operate the A/V equipment or be used as a pioneer, servant, or elder? Which is more important, his rights or his qualifications in advancing God's Kingdom? 

 

It's no different than any other personal decision that influences whether we are an example to the congregation or not.
