I've always known it to be largely Pagan, and synonymous with demonism. I know its very popular among some 'heavy metal' fans who apparently use it as a symbol for the Goat Shaped Demon (Satan).

I'm not sure exactly what context the Pope used it in this setting though as it does seem to have various meanings.

It's sign language for "I love you". If it was satanic meaning "Devil" his hand would be horizontal with the same fingers extended. But his hand is vertical for love.
