I believe the answer is "Mary" mother of Jesus.

I am a merry creature,

In pleasant time of year,

As in but certain seasons,

I sing that you can hear:

And yet I'm made a by-word,

A very perfect mock;

Compared to foolish persons,

And silliest of all folk.

What am I?

We cannot incite if we are not in sight.___Heb.10:24,25

A Cuckoo

Here cuckoos are known as Gowks and there's a story about the folk in a nearby valley of Borrowdale;

....Finally, Mr. Angus explained the origins of the term “Borrowdale Gowks”. “Gowk” is a local names for a cuckoo and also a fool, and refers to the legend that Borrowdale folk attempted to build a wall across the valley to keep the cuckoo in, and therefore enjoy perpetual spring; however the cuckoo flew over the top!http://www.cwherald.com/archive/archive/dialect-society-members-recall-life-and-traditions-of-lake-district-20071115299760.htm
