Need? No. They will, most definitely. After all, that's what governments do - tell the people their decisions are what is best for the people.

Clarification regarding the Pact for the Future Action 54:

 

Action 54 centers on the concept of an "Emergency Platform" which is a key proposal from UN Secretary-General Antonio Guterres. It aims to significantly improve the international community's ability to respond to complex global shocks.

 

Standing Authority for the Secretary-General:  The Secretary-General would have a standing authority to automatically convene and operationalize the Emergency Platform when a crisis of "sufficient scale, severity and reach" occurs. This aims to overcome the delays often associated with seeking prior approval for every activation.

 

It's objectives include bringing together high-level political leadership to guide the international response.

 

An Emergency Platform would be convened for a finite period to address a specific shock, with the possibility of extension if needed.

That's how AI explains the proposal of the Secretary-General.  It sounds like the Secretary-General would have the last word.

The Emergency Platform would be convened for "a finite period". The UN won't be giving back the power once they've got it.

Which, in all likelihood, will be everyone opposed to Jehovah.
