Remember when Japan was worried about selling PS2s to the USA because it was "too powerful" and the USA would "use it for missiles"?

Back when it first started taking hold and worldwide usage increased people thought the Internet was a threat and might need international control. The international control never really came, and the Internet did not have the effects many feared ... although it has had other effects and has spread worldwide.

 

There have been many inventions that spelled "doom" according to some people (look at self-checkout in retail stores) however isn't Jehovah going to put the idea in the hearts and minds of men (people) not machines?

I absolutely agree with that, and I think the Scriptures clearly indicate this as well. However, I can see at least three possible ways this could play out:

1. Jehovah spoke of Cyrus as his servant and clearly indicated that He would guide events so that Cyrus would accomplish His will. But that doesn’t necessarily mean Cyrus had no perfectly reasonable motives, from a human standpoint, for doing what he did. I can see a possible similarity between that and world leaders eventually giving their power to the UN, as well as other occasions when Jehovah said that he was maneuvering events. There could be a very real political, military, economic, or other emergency that gives them a perfectly understandable reason to take such a step. Jehovah, having foreseen the situation, could simply guide or “nudge” events in the direction needed to accomplish his purpose.
2. At times, the Scriptures describe Jehovah as causing something when, in practice, he may simply allow it to happen. So it is also possible that events naturally develop in such a way that the rulers reach that decision, while Jehovah permits it because it fulfills his purpose.
3. Of course, Jehovah could also directly put the thought into the minds of world leaders so that they act in a way that would otherwise seem unexpected or even difficult to explain, as you implied in your comment. That is certainly a possibility too. I’m just not convinced that it is necessarily the most likely way it will happen.

I am thinking one possible scenario as people become aware AI is an existential risk and ask government to slow down and intervene but they cannot stop unilaterally due to competition. Then come the one thought just in time in the mind of world leaders as solution to limit or stop development of super intellingence

Both.  I'm inclined to think that a tactical nuclear weapon will be used somewhere, and that will be the catalyst.
