No, since we don't know the exact sequence of events, I wonder if the nations give more power and authority to the UN and that is why they declare P&S, then sometime after that the newly empowered UN destroys BtG.

But, will these self serving nations voluntarily give up power just to give it up? Wouldn't it take some powerful reason to motivate them - especially since several of these nations would be worried about that power being used against them?

We know it will happen, we just don't know when, how or why. It just seems reasonable that Jehovah will maneuver things so that the world leaders see a reason for a global entity like the UN to have the authority it needs to provide a global P&S, even if they think it is a temporary authority. The world leaders, religious leaders and the UN announce they finally have the means to provide P&S, then Jehovah puts it in their hearts to turn on BTG.

It's just my opinion and I am asking for a scriptural reason to refute it, but it seems reasonable to me that we should not be looking at the current efforts to bring peace to the individual wars in the world, we should be looking at their failure. Their failure to make progress is a leading indicator that a bigger solution is needed.

 

At some point the world leaders decide that their individual efforts are not working, and they decide to use a global agency to bring P&S. Once they give more power, authority and support to the UN, they declare they finally have a global solution in place and the UN will bring P&S to the world. Famous last words.
