It's a child's attempt at a cursive "s" - as is the "c" and the "a" in the word "can" on the line above "spell". You can tell by the leading tail/stroke on the front (left) of each of those letters.

 

Having raised 4 children back when they still taught cursive writing (and not having that good of penmanship myself) I was not confused by any of the letters in the answers. It is simply a mix of a child's printing mixed with some cursive ... and not quite developed penmanship.

 

I did not see any spelling errors - not even in the teacher's rather lazy penmanship

It is very close to both S and A if you look at the examples above. It has the straighter part of the S part at the start, but in the circular form of the A.

There are several letters written by the child that looks to be an attempt at cursive writing while others appear to be printed.

 

The teacher's writing is a bit casual/lazy cursive so her "c l" on "clever" tends to look like a single letter

I've seen plenty of "spelling" like this and, to my eyes, it is a child's cursive "s". If you want to call it an "a", be my guest.

 

I don't need to look at any examples above - I have 4 daughters and a granddaughter as well as a few nephews and nieces and a plethora of other kids I have known when they were learning to write and spell to be able to decipher children's writing.

At work, I am generally the handwriting decipher-er when it comes to clients hand writing.

 

Out of 20 letters in that person's answers, there are only 4 letters that was used twice (e, l, o, s), and 12 other letters written once (a, c, d, f, i, n, p, r, u, v, w, y). A good sample size to see which letter is written how.
