Can you explain what you mean by "get filled"?  I don't see the jpg.

It looks like 7 to me too. All of the other buckets have bottom drains, 7 doesn't. Of course the first bucket may fill first if it fills faster than it drains.

I go with 7 too because it's connected by lower pipes ..although 6 looks promising also

And let's not forget "0" as a first bucket with have stream of water has huge potential to be filled first

 

Actually I vote for  ZERO.

Man was created as an intelligent creature with the desire to explore and understand :)
