Then again - it could be #1 since it asks "which one" and the #1 is only one a single jug


There is no hidden answer to the question. Look at the pipes very well, you ll see why niether #1 nor #7 is the answer.

Except that bucket 1 is drained at the bottom, so it can't fill up enough to fill bucket 2.   I'm guessing #7. It can't drain into 10 until it fills up.

If it's a trick and the buckets are just hiding a connecting network of pipes, then it looks like 11 might be the first bucket to fill.

Let's see ....

 

Since the pipe in 0 drains from the bottom, it cannot fill until all those after it are full. The same would hold true for number 1. Number two, since the pipe to fill it comes from near the top of number 1, it cannot fill until number 1 is full.

Number 3 also drains from the bottom and cannot fill until those after it are full. Since one pipe from 3 comes out near the top, those connected to that pipe will not fill until 3 is full. This would eliminate 4, 5, 6, 8 and 9 from filing until 3 is full. The other pipe from 3 sends water to 7, 10 and 11.

 

The drain from 7 comes from the top so it has to fill before it allows any water to go to those after it. That means 7 would fill before 10 and 11 ever get any water.

 

So, number 7 should fill first.

All depends on what you mean by fill. Filled to the brim 11 is first . for 7 the pipe seems very close to the top but still overflow before getting right to the brim.

The exact parameter of just what "fill" means was not listed.

 

In most cases, when people say something, like one of these jugs, is full, they do not mean literally to the very top so that it spills over .... however, since that was not ruled out - you have a valid point
